Here is a very interesting study.

Conclusion: In the United States, stronger GDL programs with restrictions on nighttime driving as well as allowed passengers, relative to programs with none of the key GDL elements, were associated with substantially lower fatal crash incidence for 16-year-old drivers but somewhat higher fatal crash incidence for 18-year-old drivers. Future studies should seek to determine what accounts for the increase among 18-year-old drivers and whether refinements in GDL programs can reduce this association.


It has to do with statistics on the 'graduated drivers license programs' that have various restrictions on new drivers, in order to cut back on accidents.
Except that it appears that even though there are less accidents at 16, the rise of accidents at 18, nearly match the reduction of accidents at 16.
These programs are generally hailed as being a success, Except that it's only a success when you look at one set of statistics and not the full set of statistics.
People will manipulate statistics, in order to display a reasoning to the public, for an action to take place. It is a form of abuse against people.

Remember new drivers, don't be treated as though you have no Rights when driving. Just say no to that Illegal vehicle search(open your trunk or feel my anger, says the officer).

Why do people need to display a 'new driver' or a 'learner driver' placard, when the new or learner driver is not driving? Seems to be not fair for a driver to be pulled over, for not displaying the placard. And it is quite annoying to be behind a car with only one occupant, who is displaying a 'learner placard', when there is no leaner driver in the vehicle.
The placards are meant to warn other drivers of the drivers vehicle skills. Displaying the sign, without proper justification, would be like displaying a 'wide load vehicle' sign, when the vehicle is not a wide load. Or a sign on the road saying 'bump ahead', when there is no bump.

For these people think that teachers beating the children, for not being a drone, is a good thing.

Remember your Rights and Freedoms and 'the Right to not be beaten', in order to force you to behave in a certain way.
For those in private schools..... Did you or your parents actually read the contract that you signed to be admitted into the school? Does it state that the student can be punished in various ways for being a normal Human being? Don't you think that being beaten is a violation of your Rights and therefor that portion of the contract is illegal?

Would you, the student, think that exercising your Right of 'Self-Defense' against an attack on your person(or others) is 100% justifiable? People have defended themselves against abuse for many many years. Exercise your Right to self-defense. Do not be abused.

There are way to many drones in this World, that will allow those in power, to treat those without power, as third class citizens. And once the drones are dominant, those that still know their Rights and Freedoms, will be treated as punching bags, while the drones say nothing. Or the drones may cheer on the punching, due to being ignorant of Rights of Freedoms.
